Future

The outline of the Tenth Five-Year-Plan for Jiangsu's social and Economic Development adopted in February 2001 has set the general target for the development of the province's economy and social progress in the next five year. According to the plan,we must make significant progress in improving people's living standards and the provincial overall strength. We must make initial achievements in turning Jiangsu from a province with a big economy to one with a strong economy and see to it that people will lead a well-off life. By that time,the province will take the lead in realising initial modernisation in the country. By 2005,the provincial GDP will reach RMB 1340 billion and the average per capita GDP will exceed RMB 17,750. By 2010,the provincial GDP will be 2.4 times that of 2000. People living to the south of the Yangtse River will be expected to realise modernisation first. A glorious future is appearing in front of people throughout the province.

ECONOMIC GROWTH

By 2005,the provincial GDP will reach RMB 1340 billion; the average per capita GDP will exceed RMB 17,750,the provincial revenue will reach RMB 150 billion,taking up 11.5 % of the provincial GDP

ECONOMIC STRUCTURE

The rate of added value between the primary,secondary and tertiary industries will be 10:50:40,while the rate of employment in these industries will be adjusted to 38:29:33. The added value of new-high-tech industries will take up 25% of that of secondary industries. The composite information index will take the lead in the country. The urbanisation ratio will reach 45% or more. The economy of southern,central and northern Jiangsu will develop in balance.

ECONOMIC PERFORMANCE

The composite index of industrial performance will exceed the national average. The rate of capital returns and general productivity will lead the country. The total funds for research and development will take up about 1.5 % of the provincial GDP.

SOCIAL DEVELOPMENT

Senior high school education will first be spread to all provincial cities and areas along the Yangtse River. The average schooling time for the workforce will reach 10 years. The entrance rate of higher education will reach 25 %. The culture and sports facilities in both urban and rural areas will be well furnished. Almost every one will be able to enjoy health care and significant progress will be made in province’s public welfare.

POPULATION,RESOURCES AND ENVIRONMENT

The natural growth rate of the provincial population will be controlled below 5 per thousand. Natural resources will be used in a more rational way and protected more effectively. The total discharge quantity of main pollutants will be reduced by more than 10 % compared with that of 2000. The urban air quality will reach standard B. About 96% of the urban wastes and 70 % of urban sewage will be purified.

CULTURE

Jiangsu will have advanced cultural facilities and industries,first-rate cultural works and outstanding talents engaged in culture work. The culture system will be full of vitality and cultural markets will be brisk and in good order. The cultural environment in urban and rural areas will be fine and people could enjoy a colourful life. The comprehensive cultural strength will take the lead in the country. Jiangsu will be a culturally strong province in full sense.

PEOPLE'S LIVELIHOOD

The average per capita disposable of urban residents will reach RMB 10,000 and the average net income of rural resident will reach RMB 5,100 in 2005. The registered unemployment rate in urban areas will be controlled below 5 %. There will be basically one apartment for each urban family,while farmers houses will be of better quality. Employees in urban areas will enjoy pensions and fundamental medical treatment. Insurance will be guaranteed for the unemployed.
